EWay bill is compulsory for more than 10km if goods in question are over Rs.50000/-. However if distance is less or amount is less, EWay bill can still be issued. It is valid for one day for upto 100 km and extra day for each hundred kilometer or part thereof.
Same would apply to service provider if goods form part of service and fulfil the above conditions.

No ewaybill necessary for < 10km. But if you desire or if your recipients desire or even if your transporter desire you can avail of the same. Even transporter or recepient can apply for the same. There is no rule that it cannot be issued for less than 10km. It is optional for less than 10 km or even for greater than 10km where value is less than 50k.

When you are hiring a local Tempo that is unregistered with the GST, then you have to fill up the transporter column yourself and use your own GST Number as that of Transporter. This is applicable if the seller has his own tempo or hires a tempo from someone. If you are giving to local tempo against a GR receipt then the person or tempo issuing GR receipt can obtain a registration as a transporter. the GST authority issues transporter or warehousing registration to those who are not registered under GST.
