IF TDS is dedcited for 07-08 only return is pending. for All Qtr. We can file now?

Every person deducting tax at source as per the relevant provisions of the Income Tax Act is required to submit quarterly statement of deduction of tax under sub-section (3) of section 200. In your case the belated returns can be filed now.
