Hello sir plz explain about BIS certificate?
The customs officers are asking for Bis certificate from importers those who import goods (I.e, Laptops, Tv's, Electronics, etc) from foreign countries. Is this mandatory for the importers to have Bis certificate for importing such goods. Please explain.

The Product Certification Scheme of BIS aims at providing Third Party Guarantee of quality, safety and reliability of products to the ultimate customer. Presence of ISI certification mark known as Standard Mark on a product is an assurance of conformity to the specifications. The conformity is ensured by regular surveillance of the licensee's performance by surprise inspections and testing of samples, drawn both from the market and factory.
The Bureau of Indian Standards, empowered through a legislative Act of the Indian Parliament, known as the Bureau of Indian Standards Act, 1986, operates a product certification scheme, and has till date granted more than 30 000 licences to manufacturers covering practically every industrial discipline from Agriculture to Textiles to Electronics. The certification allows the licensees to use the popular ISI Mark, which has become synonymous with Quality products for the Indian and neighbouring markets over the past 50 years. The Bureau's predecessor, the Indian Standards Institution began operating the product certification Scheme in 1955. Presently more than 19000 licences are in operation covering about 1000 products.

Certificates / Documentary evidence from Registrar of Firm / Directorate of Industries /District Industry Centre/Gram Panchayat/Municipal Corporation / Local Body / Central Insecticides Board or Drug Controller are accepted for this purpose. In absence of above, the following may also be accepted: i ) Sale deed indicating ownership of the premises by the applicant firm (importer). ii ) In case the applicant firm is having tenancy rights over the premises, the valid lease deed showing lawful occupancy of the firm over the premises. Memorandum of Article in case Applicant Firm is a Limited Company Or Partnership Deed in case the applicant firm is under Partnership
Details of pre-certification (if any) on the Product (Document to be enclosed) Name and Address of the Foreign Manufacturer and Supplier of product being Imported Copy of Contract entered into with the Foreign Manufacturer/Supplier of the product. Drawing of the Product (where applicable) Scheme of testing and inspection in use or any proposed to be Used (Scheme Proposal to be enclosed), also indicate normal lot size and frequency of import. Appointment Letter, Qualification Certificate and Experience details of lab Incharge/ Technical/ Q.C.Personnel employed (not consultants) Manufacturing Process and Quality Assurance System including frequency of testing exercised at Foreign Manufacturing Unit. Test a sample in your laboratory and enclose a copy of the test report as well as copy of any recent Independent test report for conformity to relevant Indian Standards using test method(s) referred therein. Location Plan of the Firm/Route map to firm from nearest Airport/Railwaystation/Bus stand Broad Layout Plan of the Manufacturing and/or importing Premises Authorized and/or adequate Electricity and Water supplies, where such supplies are required for testing Declaration of Weekly Off day Demand Draft of Rs.1000/- in favour of Bureau of Indian Standards payable at New Delhi.
