Can a existing central govt employee become a director in a private limited company? if not, can any of you explain me in detail with relevant section specifying regarding this ?

There is no section in company law regarding this.
However as per my understanding there is no restriction in law ona govt. employee. He can be a director of a company. However I would advise you to go through the terms of appointment as govt. employee. Bcoz Govt may place restriction through terms of appointment letter.
