can anyone tell me whether DFRC (duty free replenishment certificate) is freely transferable or not??? & how exemption is claimed is it after export or it can be claimed at the time of import only.

Merchant Exporter or Manufacturer Exporter eligible for the import of inputs utilized in the manufacture of export products without payment of basic customs duty. However, payment of additional customs duty equal to the excise duty at the time of import if payable.
The DFRC authorisation and /or material(s) imported against it are freely transferable.
in the current FTP 2009-2014 this scheme is not available.

DFRC and/or materials imported against it are freely transferable, but DFRC with actual user condition or the materials imported against it are not transferable.

as per chapter9.5 of exim policy ********************************
“Actual User (Industrial)” means a person who utilises imported goods for manufacturing in his own industrial unit or manufacturing for his own use in another unit including a jobbing unit.

thank you & Pls. clear my one more doubt that whether duty is exempted at the time of import only or we will have to pay duty while importing goods & later we can claim credit of goods exported (Duty drawback).
