Definition of turnover for registration under mvat

I would like to know that whether purchase should be considered as turnover to register under Mvat.If purchase more than 5 lakhs then we will go for registration.

URD Purchases only of cotton and oil seed are to be taken in consideration for purpose of calculating turnover of purchase for liability under MVAT ACT.
