Only one tax invoice with number and date can be issued. For financiar proforma invoice will be issued. Consider tax invoice serially numbered for GST return.

Date of issuance of tax invoice and delivery of tractor which ever is earlier will be the date of supply. As said by seetharaman, there should be only a single tax invoice and same invoice should be used for both the purpose. For pre-approval/ approval of finance, you may use proforma invoice if needed instead of tax invoice.
