Daily Allowance paid to the employee during his foreign tour. Employee has given declaration that the DA paid to him was spent wholley for office work and no documents are submitted. Is it necessary to submit the documents to avail exemption under Section 10(14)

Yes. A mere declaration is not suffecient proof.
