i i have cr bal in pla as on 31-3-13 wat would be accounintg entry of it in books as on 31-3-13

You must have already passed the entries for deposit of Excise duty and also the utilisation therefrom. There is no entry to be passed for balance in PLA as on 31.03. There a need of reconciliation between the Ledger Balance and return
