Yes he/she can fill exam form, just go down to your nearest, icai branch and query regarding your registration number, you will be given by them. Fill manual exam form.

yes agree with above expert go to Institute they will provide u your Registration no by seeing into system okay.. so after taking REG no. fill the form.. n submit a letter to Institute regarding non- receipt of Registration letter
