Very simple logic to it.

In the books of the comsignor Bad-debts will occur as he has to bear it.

On the other hand the consignee will not bear the expenses of bad- debts as he is not the owner of the goods. So the result of that would be that no entry will occur in the books of the consignee when it comes to Bad- debts.
