clarification on announcement Bos/announcement/pe2/2008

26 August 2008 1. the announcement used word have exhousted.
Should it be have not exhousted?

2. if the last attempt falls in nov08, can the student again appear in the may09 attempt, as per the announcement,inspite of exhousting all attempts?

3.does "all the students" mean that there is only one condition to satisfy i.e. being a PE2 student, for appearing in both the exams of nov08 and may09?

27 August 2008 In order to mitigate the hardship being faced by the students who were registered for Professional Education (Course-II) after passing Professional Education (Examination-I) / Foundation Examination / Entrance Examination as the case may be and have exhausted five consecutive attempts (after having been eligible for admission to the said examination), the Council of the Institute has further decided to hold two more Professional Education (Examination-II) in November, 2008 and May, 2009 as well
AND
Candidates who are registered for Professional Education (Course-II) after passing Professional Education (Examination-I) / Foundation Examination / Entrance Examination as the case may be and have not yet exhausted five consecutive attempts (after having been eligible for admission to the said examination).

please explain me why are there different wording in these annoucements- have exausted and have not exausted- and if it is not by mistake please give me some example to understand it perfectly
