I'd like to know whether can a nominee director (nominated by Government) be appointed through circular resolution in a private company? If yes, please provide the format of the same.

Yes. It can be done since section 292 of the companies act do not restrcit for the same.
The company has received a nomination from the govt for appointment of a nominee director. Since the next board meetng is on __________ and since much time is there it has been decided to put forth the resoulution for approval of board by circulation.
RESOLVED THAT " Pursuant to nomination received from govt. vide letter dated ___ Mr.X has been appointed as additional director with effect from ___________ ."
Futher resolved that " Mr. Z is authorised to sign digitally form 32 and will communicate the same to roc".
