Cenvat on raw material

while auditing the excise records of a paper manufacturing company , it comes to my notice that the company is taking cenvat on some raw materials , not on all the raw materials. why so? Basically in colors & chemicals.

16 June 2016 you can take cenvat all the items which is use in manufacturing process. otherwise there is no cenvat.
