Cenvat credit is taken on the basis of documents such as Invoice, Bill of Entry etc. Is it not necessary that the payment has been made on these documents , before availing the cenvat?

from 01/07/2011, payment is not a mandatory clause for service tax bills, only on receipt of bill the credit is available.
