23 April 2013 whether the cenvat credit available for date of bill or date of payment?

24 April 2013 normally on date of bill, in case of reverse charge and you deposited the tax then on date of payment.
in 1st case on basis of invoice, and in 2nd case on basis of GAR - 7 Challan.
rule 4(7) of CCR
