Can cst credit be availed under sales tax rule?

if 'A' of Kanpur (UP) purchased goods from 'B' of Delhi, CST will be applicable. then my question is that can 'A' claim the Credit of CST paid under Central Sales Tax Rule? Please elaborate.

17 July 2012 As per CST Rules No one can claim for the paid CST. So "A" is not entitle to claim the CST credi on his purchase.

23 July 2012 Input credit is allowed only for local purchases from the registered dealer and therefore interstate purchases are not eligible for Input tax credit. Mr CA Mahesh Birla is correct.
