A by-law is a rule or law established by an organization or community to regulate itself. Entities such as a companies Articles of association), a municipality, a society, a trust etc. use the bylaw.
Act is a written law passed by a legislative body i.e. Assembly of State or Indian Parliament etc. Act is applicable to the entire state / country. Its subjects (persons whether natural or juristic) has to observe and obey the same.
