Should i pay service tax to builder without completion certificate for flat which cost less than 20 lack?

Yes, Service Tax is payable pro rata with each payments made to builders if property purchased under construction.

Thanks for your reply, in my case builder is not giving Completion Certificate, still should i pay ST to builder?
