As per budget, TDS at 1 per cent on properties being sold for more than Rs 50 lakh except agricultural land, I have many doubts about it.
1) Flats are included in it?
2) Non agricultural land sold by one individual to other then also TDS will apply?

Yes both are Liable for TDS because the words used are "IMMOVABLE" property.

Then it means now individuals will have to get TIN for such transactions

No its not like that government will come out with new form for this to avoid unnecessary requirement of TAN.
