Are the Edu cess & higher Edu cess to be included in the rate of TDS while deducting TDS except on salary ? i.e. on rate of 2 % whether 3 % on it to be counted or not ?

in case of tds on salary u/s 192 then this needs to be considered. In all other cases this the rate of tds will be excluding education cess.
DO NOT ADD ANY OTHER TO THE RATE OF TDS W.E.F. 01 OCT 2009.
