what is the procedure to register a proprietor firm engaged in general trading?

Dear Sir, I have a partnership firm in Pune. The partnership deed is created on 1.7.2002.
At that time there are only two partners and our head office is also in pune. before 2 years 1 more partner is added in the firm and now at present we are 3 partners in firm. as per the new deed our new head office in jaipur. From 2002 to till today we are not registered our firm to the rof. so my query is as to in which state registrar of firm shall be in: Pune or Jaipur.

ours is a partnership firm in the excise free zone of HP. We have done job work on material provided by a company to us in 12-13 and charged service tax @ 12.36% on gross amount.
Now the company says that we have charged wrong st because of the notification.
We have seen the official notification but fail to understand the official language. Can anyone make us understand the implication in our case and how we should have charged it and also what the notification means.
