Acturial Gain on Plan Assets

A company have no investments for meeting its future liability regarding Earned leave
what is the logic behind on treating benefits already paid as a Acturial Gain on plan assets in addition to that it will reduce expenses amount that should be recognised in P& L A/c

Encashment of Earned Leave-AS-15

Our companys Leave encashment plan is unfunded in nature
So under actuary valuation fair value of plan assets not asertained. But as per actuary report they considered the benefits paid during 2007-08 as Acturial Gain on plan assets
is it correct treatment as per AS-15
