That notification is regarding new scheme, But it is not still come into force.
And

You have to tell whether CA is ACA/FCA?
What is his experience?

the no of article a ca can engaged is notified w.e.f 18/8/07

Please refer new notification which was proposed on 26th April, 2007 and passed on 17-8-2007.
