For revalidating your initial registration no need to submit your old id card and just fill up the new form for revalidation without any fees latest by 31.12.2013, else fees will be charged.

It will be fine...no need to worry in this regard,, . . if it is mandatory ICAI will inform you to submit...you can comply the same then . . i have not noticed such cases so it will be fine...no need to worry in your case
