If services are provided to a person outside India then are they taxable. Is deduction of TDS necessary on any such payment

If you are providing services to a person outside India (i.e. export of services), then there is exemption available regarding service tax with applicable conditions. however, TDS may require to be deducted by them under Income Tax if they are having PE or any business in India.
