16 April 2012 how may number of allotee can allot preference share on single allotment date by a public limited company not a listed company

Its depend on your company capital and investor(preference shareholders) decision.

There is no limit for public company about having maximum number of preference shareholders in a company. But you must ensure what your company's articles says on this subject.
