as due to unfortunate reasons m not prepared to give my nov2013 attempt of ipcc can i drop this attempt as i have done all the formalities regarding exam form so will it affect my future may 2014 attempt?

YES, you can drop exam attempt after submitting exam form . . . As decided to giveup why dont you give a try on all exams . . just dont giveup and prepare well and write what ever you can...whatever marks will give it will be helpful to get some experiance
