can any person submit the IT return for individual or other assesee who is not laible for audit. pls advise me

Yes, being liable for audit is no criteria for filing of Income Tax Return. If your gross total income before claiming deductions exceeds the taxable quantum, you are under an obligation to file return of income under section 139(1) of The Income Tax Act,1961.
