if tax liability is below 10000/- Rs whether 234 c & 234 B will be applicable?

pls reply me..

08 February 2014 234B : Default in payment of Advance Tax
234C : Deferment of Advance Tax

So it will be applicable only when Assessee fall under advance tax.
