Need to know the circular/notification which exempt the applicability of 15Ca/CB for import payments

No such circular is available. Infact there is a circular which mentions for applicability of CA certificates for Inport transactions too.
As per industry norm, for import payments 15cs/cb is not required so you may go ahead with your bankers.
