FORM 16 IS ISSUED AT THE END OF THE YEAR..THE EMPLOYEE HAS STARTED AN EMPLOYMENT ELSEWHERE... THE NEW EMPLOYER WANTS TO CLUB INCOME TO DEDUCT TDS ..FOR WHAT PURPOSE 12BA IS USEFUL?

Form 16 should be issued when a person leaves the employment, not necessarily at the end of the year. New employer can not club income, since the TDS is alrady deducted by the previous employer.
