I am unable to differentiate properly between the two types of services . . would humbly request the panel to guide me in drawing a line of demarcation between the two services..

See there is thin line of difference between these 2 services and it depend on fact of the each case. However, typically in works contract material is involved/supplied by service provider and in construction services material is not involved. There are many judgements on these aspect specially after introduction of works contract service separately
