The Constitution of India has a different legislation vide Article 370 for Jammu and Kashmir. This is because of the controversy going on in Jammu and Kashmir. In short the citizens of Jammu and Kashmir have different sets of law except some laws those are applicable to them.

Mr. Ekalavya, This is the problem of its accession into the union of India. When Britishers left India they gave each kingly State a freedom whether to opt for merger with Indian union or not.Initially The king of J&K did not agree for it.In Dec 1947 Pakistan attacked J&K.Then that king ageed to merge with India if military help is given. That help was given and Pakistan was ousted from most of Kashmir. In between some other nations interfered and Nehru, showing himself as a great statesman, decided to settle through peaceful means. For this purpose J&K was attached to Indian Union under a special suspended condition. That is the reason not exteding the laws to J&K.
