30 July 2013 My client has not filed ST- 3 returns for last 3 yrs. His service tax liability is nil for last 3 yrs. His ST-3 return will be nil. So now is he eligible to opt for VCES to claim benefit of waiver of penalty for not filing ST-3 returns?

Please guide.
