IF a company is engaged in construction of residential complex n sell them out than VAT is applicable or not. (After 46th constitutional amendment in article 366,whether VAT is applicable on sale of flats or not)

since residential complex is nonmovable, i don't think it should be consider in defination of good. for more details you can see the defination of Goods under your state VAT act.
