Can a Private Limited Company have Investment of its Shareholders (not public) money in Shares, Mutual Funds, Bank Deposit as the main line of business ? If so, is any permit from SEBI, RBI required ?

What happens if primary line of business is Technology ? In this case can share capital be invested ? Is permission required in this case too ?
