Dear Sir,
Where transporter has furnished the declaration form. In such case which remark should be select in nsdl utility for non deduction of tds?
Please advise me.

U can select the first one, not liable to deduct for that respective qtr, or u may select the other option at last and then provide details for it.

but in such case transporter does not furnish certificate issued by ITO u/s 197. He only provides his PAN copy and declartion of not having more than ten trucks. I think 3rd option (T) would work in my case?

Y to choose 3rd one? How can u say that the business is closed temporarily or permanently? Transporter will give declaration regarding fleet only.
