I read that
(1)" No levy of Surcharge, Education Cess and Secondary and Higher Education Cess in case of Tax deducted and Collected at source"
(2)" No change in Corporate Tax rates & Surcharge"
out of these two different openions which one is more reliable?

1. Correct No surcharge, educess and higher edu cess on TDS and TCS except TDS on Salary.
It is applicable only when you deduct TDS, nowhere else.

2. There is no change in income tax rate on companies and surcharge. they are applicable as earler.

Surcharge is not applicable for Individual from AY. 2010-11, However Edu cess and Higher edu cess still applicable.
