fixed monthly Amenities(Repair & Maint. Charges) paid to owner of the house property, whether these expenses are liable of TDS deduction u/s 194I?

Yes, amenity charges should be liable for TDS. This charges is payable in connection with occupation of the house property. This is liable for TDS.
