TDS Recovery from hired vehicle payment

Hi I would like to know whether TDS has to be recovered from the Vehicle owner who supplies passener vehicle including BUS for onwards supply of vehicles to cater to the needs of comapmies to pick up & drop the employees.
As I understand if PAN is provided no TDS needs to be deducted from the Vehicle owners. Is there any limit on owning number of vehicles for not recoveing TDS?
