If my tax deducted at source is Rs. 12000, Tax Payable on Total Income is Rs. 15000. At the time of assessment I do not deduct my TDS amount from Tax Payable. Can I claim that amount from Tax Payable in next assessment year?

It has to be claimed in the same assessment year. If you have filed the return within due date, you can revise the same if assessment is not done.
