TDS on payment to abroad

(Querist)
27 November 2009 We are Pune based Partnership Firm. We have received an order from Ethiopia (an African country). To fulfill the order we need a rental warehouse at Ethiopia. We have apointed a local person to organise godown, labour payment etc. locally at Ethiopia. For that we need to transfer an amount of USD 40,000/- in 4-5 intervals. The same expeses (Rent, Labour, Transportation etc.) will be finally accounted in the books of Firm.

My query is: for such a payment is TDS applicable? If yes @ what rate & under which head?
