TDS on Manpower Supply for Fabrication Work

We getting manpower supply from X company for fabrication work. We are providing materials,drawing etc & get the work done. X company maintain the payroll. X company raising the invoice on us for the reimbursement & collect the service charge for the same. Whether TDS ie 94C or 94J will apply?
