TDS On foreign Payment

we are Deducted TDS On Foreign Payment @11.33%. The Problem is In Which Section Can I Mention This Deduction AND the Foreign Company PAN I Dont No How To Issue the TDS Certificate to Them. Please Clearify Me Very Urgent

if something like commission m afriad that the rate is wrong which should be as per section 195
