A and B and C are purchasing the flat from C and D and they have paid the token money Rs. 7.00 lakh each 20.05.2016 to them on MOU but no sale agreement is entered and executed yet whether liability arises on this payment to the seller and what is the last date of the payment of TDS

as per this section you have to deduct TDs when you make payment or make credit in party a/c which ever in earlier. in your case when you recd. amount then tds will applicable,. deposit till 7.6.2016
