Tds dected but limit changed during a year

01 August 2013 In case of one my contractor the payment made generally 2000/- per month and limit to deduct tax when limit is 20000/- per annum and if limit of rs.20000/- changed to 30000/- per annum after 3 month from starting of a financial year. i want to know that at which rate and how tds is deducted.
