Is it necessary that the address of the person whose Tax has been deducted must be on certificate issued in Form No. 16A by any provision or rules of income tax

No. But please ensure the accuracy of PAN which matters. Moreover now even if you provide 16A certifictae the deductee can't claim the benifit if the tds not correctly booked and reflected in 26AS, which is being done purly on the basis of PAN.
