is it the responsibility of employer to deduct tds on income of employee under any other head also e.g. capital gain
and on interest also u/s 192

In case employee declare the other heads income with employer, then you have to consider the same while computing income tax of employee that income also, else not necessary. It depends on the employee's declaration. As employer you just ask employee to declare the other income also.
