20 June 2011 is there a tds liability in case a school provides its premises to outsider for canteen that too free of cost, in turn the canteen provides food and other breverages at a subsidised rate?

In this case the canteen kepper is not paying any rent to the school ,so the question of deducting TDS doesn't arise.
